Position: Program Officer – Economic & Community Development
Responsibilities
Delta Compass and The Washington County Economic Alliance’s Program Officer – Economic & Community Development leads in the functions of the Economic & Community Development Department including program management; new business development (including special initiatives and partnership development); and representing both organizations at public events as determined. The Program Officer will network with community groups as well as community leaders, including meetings hosted by other agencies as they relate to our objectives or when a valuable relationship can be established.
Nature & Scope of Working Relationships
This position requires a variety of supervisory, administrative, technical, and professional work in the preparation and implementation of economic development plans, programs, and services. The individual must have a thorough knowledge of economic development, community development, techniques, and programs; the ability to communicate effectively in a written, oral, and a visual manner; the skills to establish and maintain effective working relationships with industrial and business representatives and employees, public officials, federal, state, and local departments, and the general public; the ability to analyze and interpret complex information; the ability to carry out projects to their completion; and the experience necessary to operate, maintain, and upgrade a dynamic and technically contemporary economic development office. Qualifications
The Program Officer - Economic Development & Community Development will have economic development experience to manage and implement strategic plans for the continued growth of the Delta region. They will possess the skills and ability required to be a part of an economic development team while maintaining the flexibility, decisiveness, creative problem resolution and relationship-building skills required of a team member performing economic development activities. The ideal candidate will also possess the following:
- Generalist knowledge of our program verticals: Industrial Recruitment, Workforce Development, Small Business & Entrepreneurship, and Creative Placemaking.
- Generalist knowledge of cohesive development principles.
- Presentation and public speaking experience.
- Excellent project and process management skills.
- Excellent oral and written communications skills.
- Strong marketing skills.
- Strong quantitative analysis skills.
- Ability to organize and handle multiple priorities simultaneously.
- Ability to work with a diverse range of community-based groups and equity minded individuals.
- A keen attention to detail.
- Ability to work effectively in a team environment.
- Working knowledge of Microsoft Office Suite, Microsoft Access, Microsoft Project, or other database programs required.
Minimum educational requirement: Delta Compass and WCEA practice skills-based hiring. There is no educational requirement, but candidates need to be able to strongly demonstrate their skills through practice or experience.
